If I arrest someone who was wanted but he say he wasn't i need to prove he was ?

but in the logic it's the guy reporting need to prove not the guy arresting ???

because before a guy did a f1 cuz he didn't know we was wanted and lucky l'm i clipped the fact he was wanted but i don't see the logic ? it's the reporter give proof not the guy reported ?
