You do actually have to let him place his goddamned keypads....
The rules say that PROPBLOCK isn't excused by "building", but goddamnit, let him place his keypads, you HAVE to actually. Insta-kicking him because of that is almost downright "kicking for your own advantage", which is abuse. So don't.
