Suggestion Title: zarp_holsteritem

How would it benefit the server: The current way to holster items is to use say /holster in the chat. The fact /holster uses the chat means that it's susceptible to the chat's cooldown. This can cause binds to not work properly, such as "zarp_equipitem weapon_gluongun; say /holster". This can happen quite often if someone uses two equip binds in quick succession (such as using a gluon bind and then quickly using a hand cannon bind).

Potential Issues/Exploits: N/A (duping if coded incorrectly i guess).

Additional notes: Just expose a client concommand that uses the "say /holster" code
