Suggestion Title: Proximity chat

How would it benefit the server: Genuinely just fun

Potential Issues/Exploits: People saying stuff against the rules without staff present to hear

Additional notes: Not saying this should be a thing for every round since there could be a lot of rule breaking like in the potential issues section but even if its implemented sort of like a power round so its every once in a while. I believe it would genuinely just be a fun thing to have especially on the bigger maps as it adds realism
