I have spoken to the community team and inquired further about the teams/gangs system. I've come to the conclusion that this is not a necessary additon at this time and that there are better things to spend time fixing and working on, such as ghost mode possibly making a return. This is something that would require a lot of effort for something that adds little to the gamemode itself. In short, this has been denied for the time being.
