So you got denied for not helping out enough and not having a "proactive attitude" and then you applied again and got denied for the same reason and now you're applying again and saying you were denied because of events 3 years ago? Have you improved on this and started helping out users a lot more? because if you haven't ur not gonna get accepted this time either
