They really dont need to open chat every time and there are plenty of good reasons why not to. (It pops up and interrupts gameplay.) The report chats are used when the admin needs more information regarding the report or needs to tell something to the victim or suspect. If the admin feels like they have all the information they need from the logs and the response then there is no need for the report chat.

If you feel like you were wrongly punished then you can appeal it but the staff really dont need to be told how to staff.
