Suggestion Title: Ice King Ability fix

How would it benefit the server: HA+ won't have to come on 24/7 to remove the ice king shit in spawn when people abuse it

Potential Issues/Exploits: None

Additional notes: Spawn won't be prop blocked by perma ice king shit. Make the ice staff ice temp prop instead of a permanent prop [45 - 30 seconds] until it despawns etc
