Explanation:
idea is to add a respawning (1/2 hr cooldown) always online printer that players would constantly be battling over.
Maybe this would not be able to be hidden with scanjammer.
maybe would spawn in random location each time

Its rate would scale with the players online from nuclear (1 player) to GPP 2x'd (max players)
How would it benefit the server:
add an ongoing gameplay goal in game
in practice I could see this be donated to newer players when the server is between 1 and 20 players

Potential Issues/Exploits:
free printer for largest gang online
many players are truced with each other so it would just be a finders keepers
