He has done proper English research and taken classes to form this punishment appeal, the way I see it is that he has taken the extra step to improving his appeal and therefore he has put a lot of effort into it and it should be accepted right now before anything else is said and if this is not accepted its bias and sinz should be freed of his punishments remove them now contact a head admin and accept the appeal already.
