I don't see how this is niko's fault if he wasn't aware of the exploit as he likely saw Bobby was giving stuff away and simply took some as for what Bobby did i doubt he wasn't aware of the idea to exploit since judging from other people's reactions he isnt exactly one to be trusted but its up to the handling staff to decide.
