The zone captures although a nice addiction do come with a fair share of bugs especially with the psg only. I've had somewhat the reverse of this issue when in gencorp, whenever I would crouch with a suit on my psg was removed as if I had just entered a psg only zone capture and my armor would be set to 0. I think this is a bug and he may have jumped over the weapon reset barrier thingy. I know for a fact Stefan isn't one to go out of his way to find let alone exploit a bug which leads me to believe this is completely accidental and he shouldn't be punished nor ridiculed for something he had no intention of doing
