if the whole problem is Mutants killing Hobos, making them wait an extra minute means nothing. They will just wait an extra minute. Most Hobos are AFK so it's not like they'll make a run for it within that minute. Making this rule more strict in this regard is pointless and silly, it should be solidified that a Mutant doing this is NOT job abuse.
