this was never, ever a problem until one moderator decided it was a problem. The issue is either with this staff member's enforcement of the rule or every other staff member on the server. I have done this countless times in front of many, many people because I am simply a hobo killer at heart, never once been punished for it. This shouldn't be a rule, this does not quantify as job abuse in any significant way. If someone wants to kill the hobos, they will just wait an extra minute, but that extra minute doesn't mean anything. This is a stupid suggestion but it's only being made because of a stupid attitude toward a rule. Just keep things the way that they have been since the rule was made in the first place and stop complaining that a digital homeless man covered in dirt was murdered when it's a feature of the server for them to be victims.
