Suggestion Title: Job Abuse Rule Change/Addition

How would it benefit the server: I have been told multiple times and have seen Joshua(please don't start drama over him) tell people that you should stay on mutant for a specified amount of time (I believe he said a minute and a half) for it to to not be job abuse. As it turns out, this is not specified in the rules. So why dont we add it to the rules so people aren't getting punished for a rule they've never heard of before. Or at the very least just add more to the Mutant section of the job rules.
