After reviewing this appeal I have decided to overrule this.
Firstly, staff members are able to handle their own reports. Although discouraged, it is still allowed as we trust our staff to be fair and honest when dealing with all situations regardless of who is involved.
Secondly, the staff member, or in a general sense, the person being reported, does not have to show evidence to defend themselves. Rather, it is your duty to provide evidence as to why the punishment is invalid. If you have evidence, you are free to make a new thread with it included. You can also make a demote request if you feel that Interceptor was being unfair and/or biased.
