Suggestion Title: F1 Tutorial

How would it benefit the server: This would greatly benefit staff members who instead of having to forward players to the troubleinterroristtown.com/tutorial could instead be shown the F1 menu where the tutorial could be.

Potential Issues/Exploits: I would assume changes to the F1 menu has to be made

Additional notes: Since the default F1 menu of TTT has this, I don't see why Zarp removed this great feature.
