He has done/still does an incredible amount of shit in the past that made him lose all the trust he had as a staff member. Clearly the majority of the staff team votes no. That has nothing to do with his in-game stats but it had everything to do with his personality/past. I recommend asking those staff members who voted no for a reason why or ask your LT as to why he keeps getting denied.
