What did the Staff Member(s) do?: Unfairly silencing/exploiting and punishing community members for no valid reason.
What server(s) was this on?: SSRP.
Evidence:

In this video, TheXnator mutes the user. The user is then asked to speak by a member of staff, but is unable to due to TheXnator's mute. The user tries to communicate the fact that they're muted to this other staff member, so uses the only method possible which is a textscreen. TheXnator, watching this encounter the entire time, then warns the user for answering the member of staff. Either the member ignores the staff member (which is punishable) or answers through a textscreen. The user had no choice, and in punishing them for this you are exploiting the user unfairly.

A few disclaimers:
1. The user in this video asked the community for their thoughts, and TheXnator then locked the thread and banned the user. They did not ask me to make this report, but as they are in my gang, I was aware of the incident and asked if they were ok with me making this post, which they were. The user did not ask me to post this, it is entirely of my own volition.
2. The staff member in the video asking the user to speak is Nikoo. Nikoo did nothing wrong, and was probably just joking around the whole time anyway. Nikoo should in no way be punished, as the incident falls squarely at the feet of TheXnator for punishing for something so mundane that he saw fully unfold before him.
3. I am requesting that TheXnator seriously considers thinking first before punishing users, and be properly and formally talked to about this by other staff of their level. This is not the first time this has happened in the community by any means, but it keeps happening and splintering the community (as was the case recently when a user mentioned the name of another server (something that wasn't and still ISN'T against the rules as they weren't PROMOTING it, simply mentioned it once)). TheXnator needs to seriously change their attitude.

I have defended TheXnator a number of times on the forums so I am not by any means a blind hater - however, this incident is just unacceptable.
