Is the worst thing here that a user had NLR because it would've been tidier to use the F1 menu instead of killing himself, or the staff member who takes the person away from their base, RDMs them, and then raids their base because they know that they're helpless to defend it?

I can't see how you don't understand that if a F1 was made, none of this would happen, the only thing report worthy is RDM
