Suggestion Title: Adding a stickied thread for Community Council members with contacts.

How would it benefit the server:

In the Community Council policy it says

However we don't know who's on the Community Council. It would be easier for users especially to have a "staff list" such as the Forums and TS/Discord have that shows who's on it. This will improve communication for everyone if they have questions/suggestions for the Community Council.
