Basically sinz shot me because he lost the event and blamed it on me and I killed him with my ACS bubble then he changes gun dealer, supplies himself with weapons in the district but whilst i steal it as a gangster he comes and shoots me whilst interacting with the district he died in about 30 seconds before in.
