I would use a vpn to change my region to china (where exploiting is illegal) I would then forward the scum's Steam name to the police and let them deal with it. This is effective as they have a 100% capture rate and a 0% reoffend rate so i can make sure that the person will face the consequences and ensure that they do not do it again.
