I think Kurze is an excellent candidate for the HA position:

-Looking into the handled appeals listed (2 of which I was present in-game for) I believe he has handled them all without prejudice and as fairly as possible, and all of which have reached a satisfactory outcome.
(As a side note, he recently handled a situation between myself and nhpkm. He pointed out the mistake I made in handling their report and promptly and professionally removed the punishment.)

-Has previously been Head Administrator and has the necessary experience to take the role once more.

-Has the necessary attitude to set staff straight without being too soft or too harsh. Probably leans into the harsher side of things, but this is the better side to be on.

-Kurze is a mature, friendly and approachable member of LT with solid activity. He is also always in the TeamSpeak and easy to contact.

-I agree with the points made in this application: there are certainly communication gaps between staff and LT. The staff documents do also seem to be (at least in places) causing confusion between what is written and how staff are being told to enforce rules. I believe Kurze can help bridge these gaps.
