I do not see the harm in letting people know that they can search the forums if they want to so they don't make a suggestion that's been made 2 times in the last month .

From a quick search 2/5 of the suggestions in the last week were repeats and i'd say that's pretty standard , one of them was removing props and that has been suggested twice before and the second time was by you. These aren't suggested that often but other things are like changing the rdm rules, changing the diamond block rules, asking for buffs / nerfs. adding more maps to s1 are suggested pretty often without people realizing they are repeats.
More people knowing about how to search for a post = better for everyone
why have you made a suggestion to people to search for suggestions in case someone else has already suggested their suggestion
Why do people make a suggestion ? Because they want whatever it is added to the game, if you search the forums then most likely you'll get an answer in two seconds and you don't have to think it out or write it up or anything. At some point someone is going to search for the older post anyway and they'll find it's been denied for x reason and the reason still holds and the post and feedback will have been pointless.
