Suggestion Title: Add earthquake cooldown

How would it benefit the server: Do you like your props constantly falling down? Do you like loud sirens and your screen rumbling so much so constantly that you begin to feel travel sick? If not then the answer is obvious.

It also allows people to circumvent the raid timer and RP House / Building sign rules, purely for the sake of being irritating.

Potential Issues/Exploits: People couldn't be annoying/minge as effectively which is of course an integral part of ZARP Gaming.

Additional notes: Pls. I don't see any reason not to have a global cooldown for everyone, but at least have an individual cooldown so one person can't spam it.
