I have looked into this report and had some level of discussion with the main admin involved (Kronen) and I will explain some things below.

When you get C4 from an IDENTIFIED innocent body, you can't use it as a KOS reason. You have no knowledge why the innocent was killed, you do not know whether or not it was a valid kill or something done by a traitor. You can use this as a suspicion, not as a KOS reason.
If you got DNA from an UNIDENTIFIED innocent, this can be used as a KOS reason, as the killer has made no attempt to identify the body.

TL;DR -
Identified body with DNA = SUS
Unidentified body with DNA = KOS


Kronen should have made a better attempt in the chat to explain this to you, rather than explain it once and instantly ask for the warn after you stated you don't understand.

I have spoken with both staff but not further action will be taken at this time. They didn't bend any rules to benefit them, they just chose not to explain it very well. This report is
