Sometimes yes that is correct nothing should take place and the report should be unpunished due to lack of evidence from both parties but sometimes if the staff member feels like the person is lying then he can punish but only if the know for sure. But in this case he shouldn't have been punished

So is it if he feels like it or knows for sure?

Sorry for not making sense but the staff member should know for sure if he is lying for him to punish
