Spectator death match

Implement spectator death match on the server

How would it benefit the server:
It's a way of making the more boring part of ttt a bit more interesting and fun. Sometimes you are rdmed at the start of a round and sometimes you mess up your first kill as traitor and then have nothing to do until the next round. Obviously the round timer depends on how many people are on but there can be a 10-20 minute wait to be able to play again at peek times and its bloody boring.

Potential Issues/Exploits:
People have to opt into the dm using something like !DM so people who don't want to play aren't forced into it.
Rule breakers are more likely to die quickly so perhaps it will cause more rule breakers to stay on till the next round but they will quickly rack up recents and be banned.
