A kick is perfect in this scenario, it's not a harsh punishment if they are causing the server to lag or not removing props after you ask them to. I also just think its fine how it is and shouldn't be changed.

I agree with kick for the prop spam however, If a Nuke goes off and lets say Jay House base and prop blocks. I can't do much as the props are already exploded and sometimes not everyone has explosives.

If the props are being raided by explosions then that’s on the people who started exploding them in the first place and it’s the people’s fault who raided it first with a fail. Also for your other points if people are refusing to remove their props a kick is perfectly valid.
