Ross did nothing wrong in this situation, it was up to him to punish Hiro or not. As the PR just got denied I'd say you have no grounds to want him demoted. He simply did his job and he can handle as many reports as he wants to. Clearly because the punishment didn't go your way you want him demoted for it.
