After reading your evidence and also looking at the chat, I'll be going to deny this. The reason why I'm denying this is because this is not an offensive thing that he said. Nor is it anywhere close to harassment.

Ross already handled the report and chose not to punish Hiro for it. And I completely agree. If Hiro would have continued saying hostile stuff towards you then I'd like to see you report him again with more concrete evidence. However, at this moment and time, this is not worthy of a punishment. I've personally messaged Hiro that he should watch out and not do this again.
