You claimed the hit on him, he decided to leave the district and not break NLR, but he did come at you with an arrest baton while you had an illegal weapon out before he left meaning you can kill him. You killed him and he thought it was RDM so in return he found you and arrested you for no reason. He will be punished appropriately.
