After reviewing your appeal and talking to both you and Ross. I have decided to deny this appeal. You have not provided proof that you witnessed this happen and a staff's word is finale. As I was present in this situation, I do believe you killed Ross on suspicion. You were contently considering KOS'ing Ross because you, yourself didn't know whether to or not to. People do not have to double test people, it is not a rule and when you and Ross were talking in-game, he told you that he did in-fact test someone and it was red, but you didn't believe him. Killing him on this is suspicion. If you can provide video evidence of Ross not testing someone, then people feel free to appeal again.
