Gang/Alliied Chat Only Mode

How would it benefit the server:
It'd reduce the amount of toxicity in chat during nukes/other aids.

Potential Issues/Exploits:
None that i can see

Additional notes:
At the moment, everytime there's a nuke, people just fill the chat with aids toxicity. It'd be much nicer to have the option to filter out messages that aren't from gang chat.
