Activity isn't too good, and your application has problems.

You forgot to mention the fact that you have to be a detective to be able to give out a KOS for not testing. (Minimum is 2, by the way).

Also, "Why I should be moderator" part has no real info about what the title is literally asking you about.

Your past demotion also worries me, as you haven't really shown any change so far.

I'd suggestion getting consistent activity without getting punished to give you higher chances of getting accepted.
