But he entered the building to shoot so that makes it automatically raiding considering the fact that he was not invited, his job is not allowed to RAID as it clearly states so why are you ignoring this?
He simply could have defended his gang members without going inside.

You claiming “they attacked his gang member so therefor he had to go inside to shoot” is not their problem, players such as me were punished for doing this in the past.
