Suggestion Title: Plugin fix + staff fix + refund fix

How would it benefit the server: Oh so many ways, many people can relate to where theyve been rdmed then the person that rdmed them says they shot them and since theres no proof they didnt shoot them its not classified as rdm and the sit is closed.
1. GET, SOME, DAMAGE, LOGS, its insane youve been running your server for so long and you dont even have damage logs to know if someone shot someone or not, it would answer so many rdm sits + would just answer so many questions about rdm and refund cases, and speaking of refund cases
2. GET A PLUGIN FOR REFUND REQUESTS : it has come to my attention the reason people arent refunded for rulebreak is because there would be too many refund requests open and owners are too busy to deal with that shit, heres a simple fix! LET ADMINS/SUPER ADMINS REFUND, but dont let them abuse it! get a plugin like elitelupus, where you can open a case when you die, and the superadmin/admin IF PROOF IS GIVEN can press a button in the sit to open the refund cases, find the player and click refund which will give them ONLY what they lost on dying
3. GET SOME ACTUAL DECENT STAFF, this isnt hate towards anyone, but previously theres been lots of bias and abuse from staff (literally a video on youtube of a staff bringing evryone then gluoning) to stop this, INTERVIEW OVER MIC/CALL YOUR STAFF, and only let people that have played a certain time become staff, also, stop basing applications on the support if its thumbs up or down, base it on the actual skill of the player and the skill and decency of the application, for goodness sake.

Potential Issues/Exploits: 1. Possibly, admins could refund someone that lost a mummy even tho it was a fair way to die, but this is better than now where people are losing mummys /suits or anything and quitting because theres no refund for rulebreak EVEN. WITH. VALID. PROOF (there is a fixfor this tho) make a plugin or find a way to set up something where 2 staff or more have to agree with a refund case before it is accepted, therefore 1 person wont base it unfairly
