It goes in line with killing on suspicion, there is no concrete and valid way to prove that person is a traitor, all they did is show up at or leave the nether which is no reason to kill them unless they have been KOSed or went through the T room. Its a logically good way but still leaves room for doubt so it is killing on suspicion.
