[SSRP] Reduce the crafting time for upgrades

Suggestion Title:
Reduce the crafting time for character upgrades

How would it benefit the server:
The current time to craft character upgrades is 15 minutes.
For users that just finished the ultra lenghty grind to obtain enoush cash plus a super charged uranium, waiting 15 minutes to get their upgrade is really... dumb in my opinion.

Potential Issues/Exploits:
None

Additional notes:
There's really no reason that i can think of why upgrades require 15 minutes to craft, yes they are essential to play properly but 15 minutes for a SINGLE upgrade, you would have to wait 3 hours to craft them all !
At this point, it's really annoying the players, it's not balancing anything.
