Explain a situation where it would be appropriate to use the ban command: The appropriate time to use the ban command would be if someone has a lot of recent warnings and carries on to rule break. Also another reason for a ban would be if someone is mass rdming and leaves. Then I would ban the player for a certain amount of time.

If they were really sorry for exploiting then i would talk to the admin that banned him and talk about the appeal. After we come to a decision. I would respond to the appeal with.
