It's just the way it works. We need appeals to follow the templates, also you do not have your steamid, so If you could give that to us then that would be very helpful.

Wrong, you can handle an appeal as long as it has all the required information in it, the template is just a guide as to what to include. Here he is indeed missing his steam ID, which means it cannot be handled, but if all information is included then it can be handled

(This is in the punishment appeals template thread, it doesn't just apply to ban appeals)
