From what I've heard you can't KOS someone for being with a traitor (near them and not shooting them) no matter how obvious it is that the player is a Traitor; if everybody knows he is 100% a T and if everyone knows he is KOS you still can't kill the other person just for being near the KOS'ed person at that time.
