I believe his NLR doesn’t count because he WAS a Mutant and they don’t have NLR in Crack House District so him becoming a different job shouldn’t be any issue, also it is Job Abuse if they switch in the building they are raiding as it currently states in the rules, he switched outside according to the provided evidence so I don’t see his wrongdoings for those rules.
