In terms of your application its alright, however, there are some issues. Your first acceptable KOS reason is confusing as if Player 1 saw Player 2 shooting someone, he can't just kill them as that's joining a gunfight. He would need to wait for the gunfight to end and if Player 2 didn't identify the body or identified it as innocent without a reasonable excuse, then he could be kosed.
