Nonetheless, it's a step closer to resolving your issue. The only solutions that I can think of now is:

Verifying Game Cache (Right Click on game in Steam library > Properties > Local Files > Verify integrity of local files)
In the console insert the following command: mat_specular 0, then type buildcubemaps and enable mat_specular again by doing mat_specular 1.
