Instead they were used for mainly AFK users and users that wanted to base. So the CM team made a decision that instead of separating the community over different servers, they would place you all into an even playing field of having either the USA server to play on (with the current SSRP map) or the EU servers to play on (also on the current SSRP map). This in turn creates a fair and balanced basing/playing experience and cuts out alot of the unneeded space that the S2 took up by being an AFK miners dream (for example).
