Story/Situation - What happened?

So as you can see in the video clarky is wanted on the roof so i went up with my baton out and he did the /me thing and i had my baton out and also it wasn't me who arrested him i got warned for fear rp.

Extra Information - Anything you would find relevant to your punishments(s)?
at first i thought i was wrong but when i checked the video i had it out before he did do the /me.

PS. would prefer if HA - CM Can handle it.
