Suggestion Title: Exclude AFK Players from RTV

How / why would it benefit the Surf server: It would not force active users to be stuck on a map because other players are AFK causing the RTV percentage to be higher...

People might actually stick around if there's more change in the maps!

Potential Issues/Exploits:

People who intentionally stand still toward the end of the stage to farm diamonds may be affected, not a major issue really...

Additional notes:

It's so frustrating to be stuck on a map and not be able to RTV because the majority of the server are AFK and you cannot change the map.
