Suggestion Title:
A better rtv system.

How would it benefit the Surf server:
I think the rtv can be improved in several ways:
- Increasing the % of players who have to rtv before switching map.
- People below level X can't rtv (Maybe level 10?)
- Currently, the timer is about 10mins before being able to rtv, maybe increase it to 20-25 or even 30mins ?
OR
-Setting this timer for each players when they log in (so people who just have joined the server cannot directly type rtv)

It will force new players to improve their surfing on these maps before giving up and instantly typing rtv. It will also stop ruining the experience of mid-skilled / skilled players who are just trying to complete a long map / improve their pb time.
To be honest I'm a bit mad with the current system, you just can't play some maps (as surf_classics 1/2, surf_kitsune 2 etc...). This is a terrible frustration for mid-skilled people who are struggling a bit with these maps to reach the last stages, but they just can't because of some people who are just giving up on the first stage after 10 minutes and type rtv.
